GFOA BC Forum now has email hotlinks

The forum has been improved once again.  You now have the ability to respond to a poster directly by clicking on their name in the post (you'll see it is highlighted in orange and underlined).  This will alleviate excess notifications to the entire subscription group if you have an issue or comment to make that applies to a specific person.
